We have to look at their culture, job specification, facilities, working environment, achievement, research grants, etc. and compare to ours. Or we compare to USA, Switzerland, Japan or UK Top Universities. We have brain gain programme, mobility programme, academic exchange programme, sandwich programme and many other programmes. How to go about it?
