We have many policies related to S&T, curriculum, programmes towards creative and innovative society BUT why we still not achieve our target?

teaching systems, methodology and implementation at school levels need to be focused towards producing creative, innovative and critical students. At the university levels the students were taught to design, getting or collecting,analyse, interpret and presenting data. They must show the ability of analyse, critics, argues, and convincing towards making decision and recommendation. Then we can produce an intellect society.
