We are not behind in presenting ideas, setting SOPs and managing the rice fields. BUT we have problems in coordinating farmers, managing ploughing, managing water, managing pest such as pomacea, rats, weeds and other insects and fungus. May be they are under the same roof but different management and probably not communicating between them. They probably did their jobs but not well coordinated. a continuous R&D need to be carried out. Ask universities to help.
