managing excellent in university; vc & registrar understand university's administration?

As I mentioned long time ago in my blog, Deans cannot be assistant registrar at faculty level. Deans must work together with the deputy deans and the head departments to support the university's vision headed by the vice chancellor. So all academician are the key factor for excellence. We need to manage them by providing all facilities needed not asking them to help filling forms.
