Two things I used to proposed to solve rubbish in school and no heavy bags to school. 1) no dustbin in school, so that no place to throw rubbish and the students have to bring it home. 2) school is the place to get knowledge, so school must have enough books and students do not have to bring books to school. Just bring their bag with food from home.
