Where are our Research University to help?
May be to approve research grants for milky stork conservation programme for less than 5 million in 5 years and this project certainly have an international and local values is more difficult and hard to justify. Similar thing very hard to justify for a project like studying java medaka for testing and monitoring tools for environmental health. OR may be more traveling grants for research grants evaluator so that they are more expose and wider thinking on basic and fundamental science.

Basic Research in Coastal Marine Research


Recent JSPS meeting on coastal marine science still talking on the basic research on ecology and biology including the taxonomy of coastal flora and fauna.In Malaysia very advance and fundamental researches biased on the molecular levels without understandng the basic biology and ecology. Topics like habitat quality, medaka fishes and conservation of key species birds are in hot discussion. Malaysian delegates from scientists to administrators were also attended the meeting. Unfortunately the same topics submitted to government of Malaysia funder body for research grants were rejected. What when wrong? Leadership, expertise, fair and transparent, vission or university in Malaysia run by kerani or secretary. We need immediate transformation.

Apakah yang menyebabkan budaya generasi baharu seperti yang kita lihat sekarang? Antaranya mungkin kerana sistem pendidikan negara, kaedah perlaksanaan, ramai guru wanita, gaya hidup, status ekonomi, dan pengaruh maklumat tanpa sempadan.
Cara pemikiran, gaya hidup, matlamat hidup dan faktor persekitaran mempengaruhi proses pembentukan peribadi dan ketrampilan generasi muda. Kaedah pengajaran, tumpuan kepada peperiksaan,memuntahkan semula apa yang diberikan oleh guru, "cut&paste", penggunaan ICT mengubah gaya perhubungan sesama manusia, hormat, jujur, tidak menipu, menghargai pencapaian, bantuan dan kreativiti orang lain. Antaranya kita lihat rasa hormat kepada guru, orang dewasa, pensyarah atau profesor di universiti. Sifat hormat, menghargai dan sayang dan nilai murni lain penting untuk kejayaan.

Kepimpinan dalam akademik misalnya perlu dibentuk dari usia muda. keanggotaan dalam jawatankuasa di kalangan ahli akademik muda penting agar mereka faham dan menghayati perkembangan sesebuah universiti, arah tuju, budaya dan pendekatanntya. Kalau semasa pelajar hanya tumpukan kejayaan akademik, masa kerja tumpukan kepada penerbitan semata-mata maka apabila sampai masa menjadi ketua otak dan pemikiran tertinggal dalam tabung uji, mikroskop atau di atas pokok di hutan. Agihan tugas, pemarkahan kenaikan pangkat, kenaikan gaji semuanya perlu dilihat semula. Tenaga muda melebihi tenaga orang lama, tetapi pengalaman orang lama tidak mungkin kurang dari orang muda.

Leadership for success

In my earlier comment on leadership, one of the criteria is right person heading right department. Can you imagine, some body with background in physic is heading a marine science department which is 60% concerning biology, and very little on physic and chemistry or physical and chemical oceanography. May be we are very lucky if the community are less competition, less population, less good quality people, or less concern so the head have time to learn biology and ecology. May be we have enough ceremonial and entertaining events. We should go into real science for a real life.

1. Graduan mesti mempunyai nilai kreativiti dan inovatif yang tinggi bagi memastikan mereka mampu menghadapi perubahan yang cepat dan mencabar dalam pasaran kerja semasa. Graduan juga mesti mampu membantu memacu pertumbuhan ekonomi dan kualiti hidup masyarakat. Graduan mesti mampu untuk bergerak kehadapan bersama proses transformasi Negara dan menyokong Model Baharu Ekonomi (MBE).
2. Graduan disiplin pertanian tropika diseru terlibat menyelesaikan masalah berkaitan dengan sumber asli dan komoditi pertanian. Tenaga pakar daripada para graduan UPM diharap dapat menyelesaikan masalah-masalah itu selaras dengan tagline UPM, Peneraju Dunia Dalam Pertanian Tropika Baharu.
3.Graduan Universiti Putra Malaysia (UPM) harus bertanggungjawab menerajui teknologi hijau bagi mendidik masyarakat akan pentingnya teknologi tersebut kepada generasi masa depan. WHO: Dengue major threat to global public health (Published: Saturday October 16, 2010 MYT 6:42:00 PM The Star)


1. Deadly disease such as dengue outbreaks are now a major threat to global public health as the number of cases has more than doubled in the last decade.Laos and the Philippines are significant increase. Out of these 2.5 billion people, more than 70% live in Asia Pacific countries are affected.
2. Dengue is a serious flu-like illness that is transmitted by mosquitoes, and can develop into dengue haemorrhagic fever, which can be fatal. The disease is spread by the Aedes aegypti mosquito.
3. Two fifths of the world’s population are at risk of the disease, with the majority living in the Asia Pacific region. The increased number and size of dengue outbreaks in some countries in the Western Pacific region, as well as cases recorded in previously unaffected areas, are signs that firmer action cannot be delayed.
4. National resources need to be mobilised to sustain dengue prevention and control, and the disease’s profile needs to be raised on the global health agenda to stimulate the interest of international agencies and donors.
5. This disease is caused by many factors such as higher temperatures and rainfall which produce perfect breeding conditions for the mosquitoes that carry the disease. Growing populations, particularly in cities, and greater international travel by infected individuals could also explain the rise. -- Bernama

Untuk itu peruntukan yang tinggi telah di peruntukan pada tahun 2011. Sejauh mana kita bersedia untuk melaksanakan hasrat kerajaan, strategi, keutamaan, bidang-bidang penting, apakah bidang yang menghasilkan teknologi baharu sahaja atau termasuuk juga isu asas dan fundamental. Jati diri rakyat Malaysia terhadap sumber semulajadi diharapkan menarik minat panel untuk mengagihkan peruntukan secukupnya bagi kajian asas biodiversiti, ekologi dan konservasi.

Learn Basic Calculation. How teachers can transform the future society


1. New 2011 budget BN government will offer 90-day maternity leave which would benefit many teachers. 70% of teachers are women. Big percentage are young and productive woman.
2. Teachers must focus on helping their students attain proficiency in at least one other language besides the national language.Bahasa Malaysia is our identity.
3. Teachers must refrain from making students memorise answers for examinations but to teach them to be curious. They must read more to look for answers to their questions and learn to value lifelong attainment of knowledge. This will create intellectual capital among students who think creatively.
4. Teachers must shape good values in students. We must have values through education, whether it is through Islamic or moral studies.
5. Big money too will be allocated on human resource development and ICT. These may help the teachers to transform the old culture of learning and teaching in school and help teachers on maternity leave.

Khaled: Key focus is on human capital

A KEY focus of Budget 2011 is to build quality human capital and increase the value of research and development (R&D).“The allocation for the ministry of higher education has increased to RM10.2bil from RM8.5bil last year. This will help us generate better human capital".

Lecturers can now be considered for promotion to the highest grades as well as conferred the title Premier Professor without holding administrative positions.

UNIK will be set up under the Prime Minister’s Department to focus on the commercialisation of research findings by universities and research institutions, with an allocation of RM71mil.

“This year’s budget can be interpreted as one that aims to enhance graduate employability, as well as take care of school leavers who are unable to proceed to tertiary studies,”

A total of RM330mil has been allocated for retraining and upgrading the skills of graduates.

Of this, RM60mil is for the Industrial Skills Enhancement Programme for engineering graduates and technical employees, RM50mil for the Multimedia Development Corporation to train graduates for the ICT industry and RM220mil for graduates in other fields.

A further allocation of RM474mil will go towards enhancing the skills of non-graduates, including school-leavers and youths.

Makmal Ikan Medaka terima lawatan Saintis dari Mexico


Walaupun makmal ikan medaka tidak gah seperti makmal yang lain di UPM, ia telah mendapat perhatian dari beberapa ahli sains terkemuka di dunia seperti Singapura, Australia, Indonesia, Filipina, Jepun, Hong Kong dan hari ini dari Mexico. Terima kasih kepada mereka yang memahami, menyokong dan ingin bekerjasama dengan penyelidik di Jabatan Biologi. UPM. Setakat ini tiada orang Melayu yang berminat dan faham tentang kepentingan kajian ikan ini. Kajian ikan ini di Malaysia dan rantau ini telah dipopularkan oleh Prof Ahmad Ismail dan telah dan sedang mendapat sokongan dari penyelidik antarabangsa. Malangnya Malaysia menolak semua cadangan kajian berkaitan ikan medaka. Penilaian panel pakar dari Malaysia, kajian ini tidak ada faedah kepada pembangunan sains dan negara.Imej makmal ini juga secara langsung memahamkan penyelidik terkemuka di dunia yang melawat tentang keupayaan Malaysia menilai dan menyokong kajian seperti ini. Selamat maju jaya Malaysia. Dr J. Priority Areas for Internationalisation of the Universities II

Pada bulan Ogos dulu saya telah menyenaraikan 11 keutamaan untuk menjadikan sebuah universiti itu bertaraf antarabangsa. Sekiranya ditinjau pendapat atau pandangan kakitangan dan pelajar universiti, tidak ramai yang faham proses pengantarabangsaan universiti. Lebih-lebih lagi kakitangan sokongan, malah ada ketua jabatan dan pengurusan utama fakulti pun tudak jelas tentang pengantarabangsaan misalnya program mobiliti pelajar atau pertukaran pelajar antarabangsa. Apadia "student mobility", apakah langkah-langkah dan strateginya, apakah target sesebuah fakulti itu, penilaian pencapaian, kemudahan makmal, tempat tinggal, pengangkutan, sokongan dan lain-lain. Kakitangan yang terlibat dalam menggalakkan program ini dan membuka laluan untuk pertukaran pelajar tidak diberi perhatian antara tanda pihak pengurusan tidak prihatin atau tidak berminat dengan pengantarabangsaan cara ini. Begitu juga program mou. Banyak perkara yang melibatkan mou, bukan sahaja tandatangan, tepuk tangan dan makan tetapi lebih dari pada itu. Perlu dilihat dari mula perkenalan, kerjasama, pembentukan mou, bajet, perancangan selama mou dan selepasnya. Apa perbezaan mou terduduk/top down dengan mou yang dibangunkan dan kerjasama sebenar?

Education System in Malaysia

Transforming Malaysian attitude can be done through education. Malaysian look east policy has shown some changes. May be by adopting some values in japanese education systems in to Malaysian education system could change Malaysian attitude for modern developed Malaysia.

Biodiversity, Conservation and Politic

Biodiversity and Conservation are not a straight science anymore BUT a lot of politics in them. Therefore biodiversity and conservation are part of politic which include social issues such as food, agriculture, health, disease, natural disaster, climate change, global warming, corruption, integrity, criminal, power, influence, economy, jobs, pest, ....etc. It is about time isuues on biodiversity and conservation should be solve politically. Education and public awareness need to be done agressively and perhaps formal education on these subjects need to be reviewed in term of contents and applications. In Malaysia at least three ministeries involve directly; Education, Natural Resources and Environment and Science, Technology and Innovation. Other ministries such as Ministry of Health and Ministry of Energy and Green Technology are also involve. This means that biodiversity and conservation are important agenda for the country. BUT why these issues remain unsolved.

In the past 50 years, Intergovernmental Oceanographic Commission (IOC) has promoted various programs in oceanography research, protection of marine environment and capacity building. Through these activities, IOC has thus contributed in developing the sustainable society. In this opportunity of IOC’s 50th anniversary, we summarize those activities, particularly in the WESTPAC region.

By the support of the Japan Society for the Promotion of Science (JSPS), Japan has been carried on the cooperative research program focusing on marine sciences in the coastal seas of the WESTPAC region with Southeast Asian countries since 1988. For the last 20 years, we can see remarkable progress in the fields of Material Transport, Harmful Algae Blooms (HAB), Marine Biodiversity, and Marine Pollution (POME) in the coastal regions of Southeast Asia.

Over 350 scientists from Japan, Indonesia, Thailand, Malaysia, The Philippines, and Vietnam are learning the techniques, sharing the knowledge, deepening science each other under this multi lateral core university cooperative program "Coastal Marine Science". This 10-year program will be terminated by the end of March 2011.

Tun Mahathir Experience in Melbourne:

The Home Hospital has a full staff of doctors, specialists and nurses. They will carry out the full hospital treatment, periodical medical examination and treatment, intravenous drips, physiotherapy etc. They do not stay with patients but would visit at the designated time and stay as long as necessary. It is far better than house-call by doctors as they can only give limited service. You feel you are being well looked after as in the hospital, but you have the ambience of home and family.

Another service I experienced is the ambulance service. The two ambulance personnel are very highly trained to give first aid including CPR, proper handling of fractures, take blood pressure and heart rate, ECG and other signs and symptoms. They handle their patients very competently, are in continuous communication with the hospital to ensure preparation for receiving the patients.

Biologist Works to Restore Horseshoe Crab Populations

When it comes to human medicine, horseshoe crabs are lifesavers.

Their blood cells contain a clotting agent that attaches to harmful bacteria. This “miracle blood” is widely used by pharmaceutical and medical companies to ensure that their products, e.g., intravenous drugs, vaccines and medical devices, are free of contamination.

So when the horseshoe crab population became threatened in North America and Southeast Asia about a decade ago, the demand for ecological research attracts many scientists. Factors such as pollution and coastal development have threatened the prime beach areas beside over fishing for effective baits for eel and sea snails and food.

Hard numbers are not available, since it is only recently that people have conducted surveys of the horseshoe crabs in Asia, but it was clear from the 2007 conference that my Asian colleagues all felt that their populations had declined,. At that conference, habitat loss, water pollution, urbanization and land reclamation were named as factors affecting the horseshoe crab populations in parts of Taiwan, India, China and Mexico.

There is no international treaty or anything like that to protect horseshoe crabs. In a lot of these places, it’s not perceived as an important task to preserve them.

Trying to raise public awareness about the value of horseshoe crabs in Southeast Asia in understanding its ecological role or importance is among the important strategies for conservation..
Naturally the eggs of this horseshoe crabs are food for migratory shore birds. There fore if we believe in conserving and protection of migratory shore birds and its habitat, directly this fossil creature will be protected. That’s why high trophic levels animals usually suggested as a key species in a protected habitat.
Therefore an ecological survey and monitoring is very important!

Amazing blood-clotting design in ‘primitive’ creature used in space research!

The horseshoe crab (a living fossil) has many design features that not only help the crab itself, but are also useful for mankind. Horseshoe crab Limulus polyphemus, used to develop a test for bacteria. Bacterial cell walls contain distinctive LPS molecules (lipopolysaccharides, molecules containing sugar units and a fat). These trigger a cascade of enzyme reactions in horseshoe crab blood that attack the bacterial proteins and culminate in the production of a protein called fibrin. This clots the crab’s blood and, in the wild, would effectively seal a wound.
Fifty years ago, the MBL biologists exploited these coagulation properties to develop a test for microbial toxins and impurities on instruments used by pharmaceutical companies. This is called the Limulus Amebocyte Lysate test (LAL).

Jobs competition in Malaysia

Jobless in Malaysia only less than 3.5%
More challenge now because of demand for skills workers.
Local graduates are lacking in communication, English, confidence, not willing to go to the ground, less general knowledge, low analytical power, choosy (jobs&salary),.... these need to be looked after during they were in the university. Long life in exam oriented and computer oriented teaching make them lazy and sleepy. In fact in the university the lecturer must give them notes and the questions are from notes. They will rate this kind of lecturer high quality and later this lecturer will be promoted. The lecturer with high skills and experience are not in this list if they do not give notes to the students.
University should not become welfare department but a competitive institution to produce a quality and competitive graduates.
Jobs now become more international and demand for high quality candidates.

MOU UPM-LIPI di serap dalam rancangan lima tahun LIPI 2011-2015


Indonesia merupakan negara maritim yang luas yang mana sebahagiannya bersempadan dengan Malaysia. Lautan yang bersempadan juga merupakan sumber perikanan yang sangat penting yang perlu ditangani bersama. Antara kawasan penting menjadi isu sempadan ialah Selat Melaka, Perairan Kepulauan Riau dan Coral Triangle Initiative(CTI). Malaysia perlu melatih generasi pelapis bagi mengambil bahagian dalam bidang sains marin yang mana kawasannya lebih luas dari daratan. Perancangan dan tindakan yang bersungguh-sungguh perlu dilakukan segera.

Ahli-ahli sains LIPI menerima baik pandangan untuk berkerjasama tentang isu-isu sains marin di kawasan perairan sempadan Malaysia-Indonesia.Perbincangan lanjut berkaitan sains perikanan dan pencemaran bersama ahli sains, bekas menteri kelautan dan perikanan Prof. Dr. Rokhmin dan penasihat governor-governor juga bersetuju dan mengharapkan kerjasama ini akan berjalan dengan baik serta menunjukkan hasil yang cemerlang.
Selain dari perbincangan dan lawatan ke lapangan lautan, makmal ikan medaka juga perlu dibangunkan di LIPI bagi melengkapkan program pembangunan ikan medaka sebagai organisma ujian serantau seperti yang telah dibangunkan di Malaysia (UPM).

Mungkin pasukan berkuasa di Malaysia dapat menyambung idea dan perbincangan awal yang tidak formal ini kerana idea ini sangat penting bagi ke dua-dua negara. Bidang sains marin yang satu ketika dahulu menjadi kekuatan di Malaysia sudah berkurangan sekarang ini. Dalam proses transformasi yang sedang berlaku di Malaysia sekarang mungkin kesempatan untuk menguatkan semula bidang ini

Effective Teaching and Learning in Biology

Teaching biology is not limited in the class room only but also involve laboratory and field/out door. This make teaching and learning of biology are more interesting.
Some subjects need to be tested and analysed after they were explained in the lecture. The students will understand better after they some experiments in the laboratory.

Outdoor activities is a must for certain subjects such as biodiversity and ecology. Field biology is very challenging and interesting. Unfortunately this field now is not very popular among the young scientists. May be Malaysia can be a center for field biology in this region and probably can collaborate with advanced field biology scientists from USA, Japan and European. These countries are leading in field biology in the world. May be Malaysia can support Prof Ahmad Ismail in his international collaboration research on Java Medaka as testing organisms for coastal pollution, bio-logging in Milky Storks, False Gharial & crocodiles, Biodiversity of forest floor and canopy of tropical forest and few other topics. International scientists are fron Japan, USA, England, Scotland, Thailand, Iran, Indonesia and Singapore.

Understanding Culture: 1 Malaysia


Jamuan Hari Raya yang dihadiri oleh lebih 10,000 rakyat Malaysia telah diadakan di kediaman rasmi Yang Amat Berhormat Timbalan Perdana Menteri Tan Sri Muhyiddin Yasin. Sambutan hari raya adalah antara acara menyatukan umat manusia dan memahami budaya, pakaian, makanan dan amalan. Malaysia sangat bernasib baik dalam hal ini. Walau apa pun majlis dari majlis politik, kanak-kanak, anak yatim, acara sekolah, hari kebesaran, realiti TV dan berbagai majlis lagi, artis sentiasa diperlukan. Majlis ini misalnya di hiburkan oleh Dato A Rahman Hasan dan Datin Isterinya, serta beberapa artis lagi lama dan baharu yang saya tidak kenali. Tidak hairanlah mereka mempunyai ramai peminat, lebih di dengari dan dihormati lebih dari ilmuan-ilmuan.

Kelab Pencinta Alam Malayan Nature Society-Kementerian Pelajaran Malaysia


Hari ini 3 October 2010 majlis penutup Kem Kelab Pencinta Alam selama 3 hari anjuran MNS, Kementerian Pelajaran Malaysia dan di taja oleh Siemen telah di adakan di Bagan Lalang Selangor. Peserta di berikan pendidikan dan pengalaman tentang ekosistem hutan bakau, persisiran pantai dan isu-isu yang berkaitan. Para peserta kumpulan ini terdiri daripada murid sekolah rendah dari seluruh Malaysia. Program seumpamanya sebelum ini telah pun dijalankan bagi kumpulan sekolah menengah dari seluruh Malaysia Julai 2010 lepas. Majlis di sempurnakan oleh Prof Dr Ahmad Ismail, Penasihat Program Pendidikan Alam Sekitar MNS-Kementerian Pelajaran Malaysia.
