may be we need to have a special squad to check every day or every hour the usage of electricity and water. The squad need to switch of unnecessary light and tap water or repair leaking tap water. If each department paying extra bill more than one staff salary per month, may be worth to employ one person to take care the switches. At least we can create a job and discipline people. And save electricity and water. HOW ABOUT SAVING A4 PAPERS!!!
