Effective message delivery

Instruction from CEO type by the secretary then sent to the director of the centre. The director then instructed the secretary to write the letter mentioning the purpose of the letter from CEO and copy it and then sent to all the head of divisions. Head of division then ask the secretary to type the letter mentioning the content of the instruction from the director of his/her centre and copy all the letters and sent them to the members of division for further action. Of course all the letters and photocopy were done by the office assistance and dispatch officers. Think about it how effective, accurate and action can be taken from the delivery system.
